Approvals and Classification
Hospitality carries the heaviest approval load of any commercial category in Dubai, because the same property is simultaneously a place people sleep, a place food is prepared, and a place the public gathers. Each of those brings its own inspecting body.
DET hotel classification
Dubai Department of Economy and Tourism classifies hotel establishments from one to five stars, with standards covering room size, facilities, and services. The classification target has to be designed for, because inspection happens against it before the licence is issued.
Dubai Municipality or free zone authority
The fit-out permit route depends on the site. Mainland properties go through Dubai Municipality, while DDA districts and Trakhees-governed communities such as Palm Jumeirah follow their own submission process.
Dubai Civil Defence
Fire detection and suppression, escape route widths and travel distances, and fire ratings on every applied finish. Hospitality carries a heavier life safety burden than most commercial uses because guests sleep on site.
DM Food Safety for every outlet
Each food-handling area needs a food safety permit, with clean and dirty route separation checked against HACCP principles. Allow 4 to 8 weeks and treat it as a parallel workstream, not a final step.
DEWA, RTA and utilities
Power and chilled water capacity, drainage connections, and where the project touches access, drop-off, or valet arrangements, RTA involvement on the approach and parking.
Operator and brand standards
Flagged properties carry a brand design standard covering room dimensions, bathroom fittings, corridor treatments, and FF&E specification. We design to the standard and prepare the deviation requests where the building cannot meet it.
